Took money but nothing!!

I sent them money last June for a website develpment. Once they recieved the money i heard nothing from them... i have been on and off chasing them for a year.

after a year they aggreed to only pay me some of the money and i recieved a chq.

when i deposited the chq in my bank. Bank informed that india has some foreign exchange regulatin and the chq doesnt comply with that.

again i have been emailing them ringing them but they are not coming forward.

I need to know where i can complain so they are ashamed.

i mustve sent them over 200 email.

please let me know.
