Cheating in bill receipt

After taking the new datacard i asked abt the activation and the payment receipt which i had paid...

he replied simply its not my duty to give receipt and the activation of the datacard...

i asked him four times from evening to night and finally he not activated but received a receipt with difference amount 100 rs...
