Terrible after sale service!

I had bought my HP DV2000 series notebook in June'06. In dec there was some problem with my bootup. So I went to the HP Service centre in Pune and they replaced my Hard-Disk. During the delivery I noticed a spot on my screen which was clearly visible. I had long discussion with the Chief at HP Service Centre and he promised me that if the mark does not go in 21 days he takes the responsibility to replace the LCD for free. I wen after a month for the same reason and in reply they ordered for the new LCD and that was 2nd February'07. Till date I have not got any update. They told me that they have SMS alert system which speaks about the status of the product availability. I just received a SMS for the order placement and no news till date.
The complaint number was CCHSAP84619 which I again lodged to HP... but no response till date...
Who takes now the responsibility...?
