Recover payable charge

Sir, I recharged my mobile for Rs. 395 on 23rd january. But after this recharge the mobile office facility was activated on 4 Feb. I want to get my payable amount which was useless for me. Because between 23rd jan. to 4th Feb the mobile office facility was not available in my mobile. I have talked many times with customer care executive of Airtel but they told me that we already have sent MO setting at your number. They also said that whatever charged has been detection at your mobile number between 23rd jan to 4th Feb well be refundable. I have written complaint against it. And my complaint no is 3020101764700. Actually I have paid approximately Rs 150. My mobile no is 9929915289.
