Faulty bill and reading

I have been complaining about a faulty meter which gives very high reading in a guest house for 6 months now. We had to chase the BESt people in wadala continuously till the meter was changed after 5 months. The company was not aware that the meter had been changed though their people had only done it. After 1 month of pestering them, they agreed that the meter was faulty and had been changed. The new meter shows a reading of 1750 from 0 in just 1 month and has given a bill of 18000 in a guest house. Please help us as there is some huge scam. We have overpaid at least 60000-80000 rs to BEST by now and they have no interest in setting things right.
