Non delivery of gas even after 20 days

I stay in Mira Road and I use Bharat Petroleum Gas (BP). I have booked the gas 22 days ago, but I am still to receive the gas. I have already visited their office in Miraroad 3 times. Every time they promise to send, but they dont send. Their phone is always busy (best to be explained by themselves). Can anyone help me to get the gas cylinder and can anyone take some action on these people so that general public dont suffer like me.
