Failure to Handover Thripunithara project for 10 years!

We have been cheated by Star homes - its been more than 10 years now and we still have not been handed over the Thripunithara project that started pooling money from unsuspecting NRIs in 2003. Each time they come up new reasons for non-delivery - no electricity/ water connection, government stay, economic crisis, etc. Please help us in retrieving the flats from these fraudsters.
