Unable to pay due to ICICI net banking

Every month I am facing trouble to pay my C.E.S.C bill tnrough ICICI Netbanking. ICICI said Biller i.e.C.E.S.C did not send bills, so they could not do anything. C.E.S.C said they sent to everyone, it is ICICI fault. Under this circumstance, I am the scape goat. During Puja I had to pay a big amount for the dues. In this month though I repeatedly follow up with ICICI, they sent me a mail, that due to this package problem, they are facing and I have to reload this biller. Though I did in the last week. But my problem did not solve. C.ES.C. has sent the bill by post this month because of this notice bill. If I do not pay the amount, the line will be disconnected. I did not receive the original bill till date i.e. 30.11. and tomorrow is last date.

I have to take a Casual leave for paying this bill.

Can you please sort out this problem.
