Extremely high meter reading

We received an electricity bill (period - 7 July to 7 Sept) extremely high i.e. for Rs.15399.00 whereas average bill for the last seven years is only for Rs.2000 approx. During this festive season we had to pay this bill due to the fault in meter, last date being 30 Sept. We requested to give us an average amt bill but we were asked to pay the bill and we were told there was no other way. It is a great burden on us. We have been asked to change the meter for which we have again paid meter fees but I regret to inform that till date even the meter has not been changed.

We request you to help us in the matter ;

a) At least the next bill shd be an average bill

b) the meter may be replaced asap to relieve us from again another financial burden for no fault of ours.
