Phone always engaged and delay in delivery

The HP Dealer in our area in Hyderabad - Ajit Enterprises, Mehdipatanam has very poor service. They have not given us a second cylinder while all other agencies issued a second cylinder at the time of booking for a new connection. It has been 5 years and we still do not have one. It takes us atleast 10 tries over a period of 3 days to get to their phone to make a booking. After the booking it takes about 2 weeks for delivery. Upon enquiring about other agencies, my friends and relatives say that they get their gas refills within 2 - 3 days. Why does this agency have trouble filling orders? I request the concerned department in HP to investigate.
