Non-delivery of cylinder even after booking

I hold HP cooking Gas connection with the agency Southern Gas Limited located at Ground Floor, Kossambe building, Behind Damodar Temple, Vasco-da-gama, Goa. I booked for gas cylinder replacement on 23rd February and was promised of home delivery within 8 days. It has been 20 days (today is 15th March) since booking and I am still awaiting the delivery. Upon enquiry, I was brusquely told that load has not arrived and delivery will take place in a day or two. Couple of days ago, my wife had enquired about the replacement and she was told that delivery will take place today morning. Today morning, the lady told that delivery will take place tomorrow and when I told them about their previous replies, the lady immediately revised her delivery date and said it will happen today afternoon. This has been the norm of the agency and the ladies who carry out bookings at the agency behave irresponsibly and talk rudely to the customers. I have been witnessing this practice since the day I got my connections with them. Initially, they were providing the connection only if I were to buy their gas stove and relented only when I showed them the rules of HP company which was on display. I would like to know what will it take for me to get my cylinder delivered in time. I hope I dont have to grease any palms here.
