Non installation of PNG connection

I applied for PNG connection in RKPuram IGL by submitting the completed application along with a DD of Rs. 1000 as fees on June 1st 2012.. The dealing person assured that connection will be installed in one week. Even after repeated telephonic requests connection is not yet installed even after 3 weeks. Every time we call to customer care, it is too dificult to connect, if you get to talk to somebody, he tells the person will come in a day. These IGL PNG service is useless and i want my DD of Rs. 1000 Back and want to teach them a lesson, so that they learn to do their duty.
