Request for Gas - Not picking the calls

We have Gas agency in Nanganallur named Jayalakshmi Enterprises. Morning when they opened the agency they are taking and keeping the receiver on floor. No calls can be attended by them during the office hours. While they leave exactly their office time the receiver is placed on phone. Not able to book the Gas on any day. Fortunately you can book it when they keep the receiver by mistake or for any other personal use on phone. This is ridiculous and what kind of service they are doing here. No good responses at anytime. Definitely need for some action here. Please take it up.
