Delay in delivery

The agency norms allow us to book a gas cylinder only after 21 days of getting the delivery of previous booking, on that base we sent the SMS on 19th february (their booking system is that you have to send your gas no. to 9896005665 but you will not receive any confirmation sms from that side) so we don't have any booking no.

And till today we are waiting for our cylinder, on an average they do this 3-4 times in a year. i visited their office (because they don't pick the calls) the previous day they said " you will get your delivery today" and today their delivery man said that their is no supply for 2 or 3 days

could you please suggest me something
