Not handing over the flat in time

I have booked a flat in 2005. As per the agreement the builder, M/S Nacons have to handover the flat in 18 months after completion, but still it is not ready for the people to stay. My flat is second floor of 3rd phase. I would like to inform you about this and take necessory action against this builders.
