Poor design of Pipelines in building

We have booked a flat in the project- Fortune Mirador (Baner, Pune). Builder is MBA graduate. While booking he said and promised many things including quality of construction and posession within 9-10 months. Now it has been over 2 years. I got first shock when learnt to know that he does not have N.A, order for his plots, second shock that he is still constructing the building even after 2 years and the latest shock that through one of the Terrace he has all the pipelines running including drainage for Toilets! He is saying that it is normal thing. Where could I complaint about it and like to convey to all to stay away from such people.
