Lack of quality faculties

My brother who took admission in Guwahati based AIMT-Asian Institute of Management & Technology now wants to withdraw his seat due to poor quality faculties. But when he applied to leave the course the authority has threatened him and telling that they would advertise in a local newspaper that he had done some misdeeds & would rusticate him. this is creating a major mental stress to my brother. Please suggest what to do and whom to approach.
