Caution money not refunded (BIT Muzaffarnagar) urgent

I have passed my b.tech in 2007 from BIT Muzaffarnagar affiliated to UPTU Lucknow, i have submitted all my no dues each time they have told me the new story and consoled me that its going to be couriered to mine address. Presently i ma working and i have shortage of time. I just want to know is there any responsibility of college in refunding such caution money which is lying with them from such a long time, or it means if student is not going to ask institute is not going to refund such money? all the ownes lye's with student not the institute? But this time i am not going to be quit i am going to take this matter on the highest.
