Inter-caste Marriage Certificate for submission of application for Kerala Engineering Entrance Application

I have approached Manakunnam Village Officer for an inter-caste marriage certificate for sending application of Kerala Engineering Entrance Examination. I am RCSC Christian and my wife is RCLC and as per the Notification, I am eligible for the inter-caste marriage certificate. 1st day he hesitated to see, "saying that he is engaged with another office" and asked me to come next day. Next day he forward the application to Maradu Village, to collect certificate for nativity, where my wife's residence". I have produced the SSLC Certificate of mine and my wife, wherein state that my native place is at Udayamperoor and my wife's at Maradu. Today I have collected the certificate from Maradu Village office and submitted to Manakunnam Village officer. Now he asked me to collect certificate from Tahsildar of Kanayannur Taluk office. I am working in a private office and now this is the third day I am on leave. Is it such a big process to issue a Inter-caste Certificate for sending an application?
