Issuance of study Transcript

I graduated from Chinai College of Commerce and Economics in 1997. I moved to UK around five years ago for work and then to US a month ago. A few weeks ago I was asked to get my recent dated Transcript of Bachelors Degree at my work place in UK. so I send my original qualification certificates to my father who still lives in Mumbai, India. When my father approached my College, the concerned person (I do not wish to mention any names as I am contemplating on sending this person a legal notice for loss of earnings) asked him to get details of me being in UK. Documents such as Bank statement and Visa Copy that says I reside in UK. Furthermore, my father was also questioned of his identity of being my father when he was carrying his ID along with him that showed his full name. My father who is 68 years old with heart condition was not being treated appropriately by the college authorities so I asked him not to pursue this transcript anymore.

I requested one of my friends to continue with the application for transcript. When my friend visited the college he was asked to get a signature verification from my bank in India which confirmed my signature on the authority letter I had given in my friends name. I am not really sure if I have requested for a simple qualification transcript or for a classified document issued by the minister of defence.

The following documents have been given to the college and it has been 3 months but still the issuance of Transcript is elusive:

1. All original mark sheets and other relevant certificates.

2. UK Visa copy.

3. Passport copy.

4. Original UK Bank Statement.

5. Original statement issued by Indian Bank verifying signature.

6. My UK and US phone numbers.

7. Authority Letter in my fathers and my friends name.

8. Payment duely made to college for issuance of transcript.

Can someone please guide me on the procedures to sue my college for loss of earnings as I could not start work for 3 months. Please guide as I am in US now and not sure where to start.
