They are not refunding the caution money

They are cheaters, they are not refunding caution money from last 2 yrs. Whenever I got there for collecting the caution money amount/cheque they simply said that the college have no fund to give us. The college is owned by a member of parliament & his son & with a partnership with another one. & they are taking very huge amount as tution fee but they are unable to provide facilities. They are running four colleges in a same campus with different names.
