Not handing Over certificate asking for money

Respected sir

I serving in Indian Navy and I had completed the graduatship course from IFE (institution of Fire Engineers New Delhi). In the prospectus they clearly mentioned about the charges for exams and registration, which I paid in due time. But on completion I got the mark sheet but not the certificate, so I personaly went there to collect but they said that you have to pay RS15, 000.00 if you want the certificate. I asked the reason they said we have to run our institution so from where will the money will come, I said but it was not told initially and I have paid for every stage as mentioned.

Kindly help me to get my certificate.
