Charging illegal fee

This is the fraud University which is charging Fee of project which is rs.5000 on the behalf of Redix computer College and Shree Computer & IT college in Satna Which is illegal and the management is saying that if the student not pay fee rs.5000 to university other wise university fail or back there semester, The institute is also charging Semester fee which is 8000 rs. which is very painful for those people who are in poverty line, and university is also not giving any scholarship.
