EfficacyIT institute cancelled the course, but not refunding the fees

I had enrolled in PMP Workshop in Mumbai in Jan '11 to be conducted by EfficacyIT, Bangalore (http://www.efficacyit.com/index.php). But at the last moment they cancelled it. Later they offered other dates in Feb '11 which were not suitable for me. Hence I requested for refund of fees (Rs 14, 999). They said it will take 45 days for the money to be refunded. But I still have not received the money. They now refuse to take my calls.
I have all the email correspondence with them including the scanned copy of receipt.
What action can I take against them? What compensation can I claim from them? Pls advise.
I advise all never to enroll in EfficacyIT training courses.
