FREE TOEFL IBT PAPER SCORE REP Not delivered

I have not received the FREE TOEFL IBT PAPER SCORE REP which was Ordered on 10/14.

TOEFL is supposed to send the Hard copy certificate at my Address. I have read many such complaint on forums where ETS is knowingly not sending Hard Copy Certificate at Home address.

And if you contact them after 6months they say you to pay you for sending an extra copy.

I am supposed to get the original copy. My home address is correct and ETS is not able to show any proofs of courier ;if they did send at my home address.
