Exam form not received

This is with ref to a consignment sent from Gurgaon courier centre on the 30th April containing an important from one of the reputed college in Delhi for which the last date of submission is today i.e. 7th May. Till date I have not yet received the form. I have been speaking to Mr Kumar who had given me the no of Mr Barik who informned on 6th that due to rain for the last two days the same was not delivered hence would be delivered today that is 6th itself, but again not delivered. I again called Mr Barik on the 7th but he informed that the consignment is not yet received from Delhi and spoke to me very rudely. I called back Mr Kumar and he assured me that the same would be delivered today within half an hr, but sorry to say no rerults. I informed him that if I am unable to send the form back today within 5pm (which I think I will no way receive) I have to pay a late fee of 1000/-, he then informed me that he will compensate me with 1000 if not delivered within ½ an hr with 100% assuarance. So I am sorry to inform you that I am going to lose a year as I am unable to send the form coz till now have not yet received the form. I am going to take this matter to the consumer court as this has really done a big loss to me and my career. Please compensate the late fee.
