Reservation seats filling

Dear sir

Recently i have attended my friends daughter medical counseling, in which i found that the reservation category students are taking seats in open category, that is fine. In 2 phase counseling if the same reservation category candidate vacates from open category and uses his reservation for better opportunity, the vacated seat in open category is again reserved for that category, where as it should be kept open. due to this system when we look out overall reservation, it is crossing the deadline and open category students particularly from middle class who are not very rich are suffering. I request you to take necessary steps or i want to know is it approved and according to law.
