Not issued scholarships for B.E course since from years

Hi

i am hemanthkumar.b.m pursuing my B.E graduation from Don Bosco institute of technology affiliated to vtu (vishweshwaraya technological university karnataka). I have joined this course on 2008.there is an government declaration that they will reimburse the fees paid for backward classes and economically weaker families. But till now i couldn't receive my scholarships.not only me, there are many students like me who are economically weak and facing this problem. Authorities are showing each others shoulders to talk about this matter. I dont know whom to contact.
