Not returning my canceled addmission fees

I Ankur Tyagi s/o Sh. Bhushan Tyagi on 6- august I had had taken admission in HERMES COLLAGE OF ENG & MANAGEMENT Roorkee. I had submiteed Cash Rs 20, 000 to the collage. Now I had taken admission in B.Sc from other collage and canceled the admission from HERMES collage . when I told them to give my admission fee back then they said there is no any rule to return fee back after canceling the admission. Even In AICET there is a rule to return the fee back on canceling the admission. Now they are not returning my admission fee back.
