Scholarship and refund of fees

Dear Sir,

I would like to bring to your kind notice that my ward belongs from OBC category and studying in Hindustan college of Engg. & Technology Agra. At present persuing in final semester of electrical & electronics Engg. Applied for refund of fees and scholarship in year 08 but there is no outcome till date. College administration says that all the application are sent to samaj kalyan office and the same is held up from there itself.

Please suggest me what to do for the receipt for the same.
