Fees cleared still result witheled

I have cleared all my dues before time and still i was asked to pay two more instalment saying that i have pending so they witheled my result and stop my materials for study is been long time i have met the persons in Guwahati office but they said that it will be resolved soon now it is almost two years no action has been taken by the university so what can i do now. I WANT ALL MY MONEY BACK WITH INTEREST SO PLEASE HELP ME
