Delay of RC change

Dear Sir,

I am Madhav katkoriya from Rajkot. My Enrollment no. - 102507445. Before 2 month i had given appliaction for RC change but till it not happened. Because of their delay i have to pay Late fee charges and i had completed my assignment since 1 month but yet they also hav not given me any study center detail. In delhi RC-3 they are also not receiving the call. I am mentalyy depressed due to this delay. Its my biggest mistake that i had taken addmission in IGNOU.
