Money refund of Online transaction failiure

Respected Sir/Mam

I am a student of B.Tech III yr of institute "SWAMI KESHVANAND INSTITUTE OF TECHNOLOGY MANAGEMENT & GRAMOTHAN". I had applied for GATE exam 2011 in the month of october by online service. During the payment process the transaction fails two times and the money was deducted from th debit card that I was using for the transaction, an amount of Rs.1606 was deducted on 16th oct. I called up IIT madras which was the merchant for the transaction, they assured me that I'll get my money refunded within 2 months but till now the money is not refunded. Now when I called them again they told me to contact the HDFC bank. I visited HDFC bank in Delhi for this process but they didnt agree to handle the case. kindly help me to get out of this problem and get my money back.
