Fees refund

I took admission in I.I.T.T college on 11-07 through p.t.u first counselling and i deposited the following amount -

1. admission fee - 37196.00

2. hostel fee - 25700.00

subsequent to this, i had taken admission in Lalapat Rai institute of engginering, Moga through further councelling in P.T.U.

i gave a application to get my fees refunded in the college but from that day they are ignoring me, sometime they say come after 20 days and sometimes after one month.

So please help me out and tell me what should i do to get my money back?

If its possible could you please write/mail/call them to describe the law regarding refundation of tution fee.
