Educational loan

My father went to indian bank to get educational loan for my sister... the bank manager said that he will give loan only when the higher official sanction the loan.. we waited for one year but no response from him.. when ever my father go he is replying the same answer..please consider my complaint and take necessary action to give loan for my sister..
