Bribes in the form of Donations for college entrances

What is the reasons for taking bribes in the form of donations to enter any college in Tamil Nadu? If bribes are taken then whats the point of passing a 12th standard public exam which comes under the government of India. And why does this so called donation vary for different students and different majors? This donation taken by top colleges is a shame and i feel sorry to see our prime minister screaming on the mike saying give students the freedom and right to education. How can this be done when the first thing a college asks you is a down payment of cash not cheque in lakhs of rupees and no recite is given upon payment of this donation. The government of India has to do something about this. what happens to parents who cannot afford to pay donations? does their child discontinue education? and why do they ask you to pay a a certain amount of rupees to block your seat before your results are published. The minimum donation asked is 4lakh rupees. why is this donation not mentioned on the college profiles along with the college tuition fees. Is it because its illegal. Why cant our government change this system? our India has the greatest technology but where college/schools admissions are considered we have nothing in it.
