Not issuing B.Ed degree

I, Suresh Kumar took admission in B.Ed at Shivalik college of education, Udhampur of Jammu university in 2003 at enrolment no. 09510 on 09 sept'02 the basis of B.A from Osmania university Hyderabad (A.P) and M.A in Hindi from Punjab university Chandigarh in 1995.While admission, the admission committee delayed for 2 days for confirmation about my academic qualification from their academic council, after 2 days they given me admission and wrote on my admission form that my academic qualification is recognised, I studied regularly full session. But at the end of session when I was going to appear the examination on 17 jul'03 letter no. CDC/6078-80 sent by Jammu university that my education qualification is not recognised and for refund of fees but on the entrim order of Jammu high court, examination cell of Jammu university allowed me and I appeared all the papers and declared pass in university result. But university has neither issued my mark sheet nor passing certificate of B.Ed till now...
