Non-receipt of original certificates

I got admission in B.Arch.admission through NATA at JNTU College Masab tank, hyderabad (night college) in 2008 and after attending the classes for one month, I got some health problem and I opted for discontinuation of course. Since then, I am approaching the director the JNTU for return of my original certificate. He is telling that I have to pay Rs.90, 000/- towards total five years tution fees and then only he will release my certificates. Already, I have paid Rs.15, 500/- at the time of admission. Now I would like to know is there any rule to pay all the years tution fees to get back original certificates.
