Provisional certificate issue

I got passed in 2009 nov . i have waited for consolidated certificated . i got consolidated memo after 4 months. Then i have applied for provisional certificate in college. It took 3 months again for the college to decide that pc is not getting issued in jntu. because of some reasons and told to apply for original degree. when i came to jntu they were telling that pc cant be issued again when it was not issued since i have passed out. So they also told to apply for orginal degree. i am in need of pc because i am applying for higher studies. Still no body is giving proper responce in jntu. SO I think the worst university in Hyderabad is
