Admission into PHD By eligibilty test 2012

Hallo sir i am appear for PHD entrance test admision to PHD Commerce programe 2011 and i have qualified in entrance test and secured points in interview that is 25.86 and i am come into the category of physically handicapped, besides one of the guy who secured 19 points in entrance test in same category, the university considering him to admission and regected me, if same marks score by 2 individuals then they have to go for handicapped percentage but university why consider him, here some what gambling going on, the last date for admission in to phd programme is 25 jan please consider my issue and please send a copy to ugc also, i want clarification about this
