Refund of course fee

I wanted to get trained for Cisco's CCNA exam. I went to Karrox technologies, JM road, Pune and talked about the course. They said I could start in a week with their next batch and the course duration was mentioned as 45 days. We paid the fees (Rs 9000). and for 3 weeks the batch did not start. They said that they did not have enough students. Then my husband got orders for transfering to Hyderabad. In 3 weeks we had to move. When I approached them they said that a batch will start next week. I did not expect them to finish the course in two weeks, so I asked for a refund of my fees. Now their manager says that fees is non refundable. I was not told this when I paid the fees. She says it is written on the receipt. Really?? they gave me the receipt after I paid the fees. Also why should I not get a refund? I did not take any of their course material nor did i attend any of their classes. So why should I pay them? After fighting with their manager, all I could get was 2 weeks of training in any of their courses including CCNA. I attended their courses for two weeks but what can you get out of 2 weeks? Is their anything we can do to punish such institutes or companies. It is just unethical.
