B.com (pass) marksheet not issue

Dear sir

I have read B.com (Hon) but after 3rd year final exam i have get 36%

marks. so i have failed of B.com honours but i have passed B.Com pass. But till now university & Rani Dhyani Kumari College not issue my pass marksheet & certificate.

college is not taken necessary stap.

So i want your kind attention for issue of my pass certificate & marksheet.
