Unfair trade practice/deficiency of service

Sir,

I had joined the above mentioned institute for hardware and networking on 04/03 and attended 1 class on 5th March. When I went for the second class they informed me that the concerned faculty was on leave and would be back in 2 to 3 days. They said they would be informing me when he will return. I received a call from them after a week informing me that their faculty had left the job and they will inform after appointing a new faculty and after 1-1/2 months they still have no faculty and are refusing to refund the amount paid by me via bill no 133779 dated 4/03 of RS 1100. The concerned persons bluntly refused to refund the money.
