Query regarding the admission to PHD programe

Dear Sir/Madam

My query is regarding the latest ugc guidelines that are issued regarding the admission to the PHD programme in different universities. One of the state university has published the notification regarding the admission to PHD programe and in the admission form they have mentioned to take the consent of your supervisior. My query is that what should a student do if he doesnt know any supervisior and also we are not having any approach to influence them. My mqin are a of concern is that if the ugc have issued the guideline regarding the intake of students for phd candidates then why the universities are not following the guidelines and what is the difference between the old rules and new rules if the admissions are happening through influence only. Plz guide me accordingly so that i can take an approiate action against the university.
