Salary grevience

I am working as a lecturer in mbscet which is situated in jammu, babliana.sir iam working since 1 nov.my starting salary was 8000 only.out of 8000, they deduct my salary of 500 evrey month as a insurance.now they have to release ny DA on 1 nov but they didnt released.than they issue me 2000 increment but they didnt release it upto 1 april
