Result delayed

Sir, I am a student Of MRCE (Manav Rachna College of Engg.), faridabad into my 1st year of B.TECH .Our 1st sem result was declared on 2nd-may. But my result was not available. Our college faculty told the us to resubmit our documents and we did the same, but still our result is awaited. Now they are asking for a fine of Rs.500 for the result.

I would like to know who is responsible for the result delay. And why should we has to pay this fine.
