Avoiding n not giving me for sactioned obc (freeship) of be (civil2010

am sushilkumar s. chakrupe student of m, s. bidve engg college, latur

2010 year was in be (civil) and candidate of obc (freeship) and sactioned freeship of rs-15700 only but the college only taken my sign and said come after 15days we will give ur check of rs-15700

but then after they are avoiding me and only says that their is no budjet for u but in that year many of our categarious student got thier check. still there r few student who r not getting freeship.

and every year college is doind this types of frod.
