Verified stamp required on Degree certificate in short time

Hi,

As per Mumbai university, for getting a verified stamp on a degree certificate takes a months time for processing with normal fee of Rs.500/-.

I have submitted my degree certificate paying normal and urgent fees charging me Rs.500/- Rs.250/- = Rs.750/- in total.

I will be going abroad in 15 days from now.

Q1. After paying urgent fees also why are they giving 20 working days time to get a verification stamp?

Q2. If urgent means more than 20 days time then why are they charging urgent fees, it should be charged only normal fees?

Q3. Why can't we get our degree certificate verified within short time of 7 days?
