Not returning appropriate money after leaving the institute

Last year i joined the institute for a two year program but finding it difficult to manage between school and it i had to leave it and prefer on my school studies. I attended the classes for about 6 months. The total amount i paid to the institute was about 1.07 lakhs.they are ready to return the sum of Rs.24000 which is very less according to the time i attended the classes. What step should i take?
