Fee Transfer from one branch to other branch in the same zone of the same institute

Hi,

I have admitted my brother in Narayana Junior college, Kukatpally branch, Hyderabad in May. At the time of admission i paid 1000 rupees as fee and the admission staff told me that the student join in any branch of the NARAYANA group of institutions and this fee amount will also be transfered. Then my brother joined Narayana Junior college, lingampally, hyderabad branch. Now the staff at lingamaplly says that the fees can be transfered only by Kukatpally branch. when i went and asked the same in kukatpally branch, they said that we will not transfer the fee now.

There could be many parents facing the same issue and the whole education system is being fully commercialised.

Please suggest how i can go about this.
